The Local Plan, adopted on 8 June 2020, ranks Cowley Centre, which includes Templars Square, second in the city's hierarchy of centres. Cowley Road is described as strong on leisure and services, with the O2 Academy, a cinema and many restaurants, bars and takeaways. Headington's shops cluster around the London Road crossroads with Windmill Road and Old High Street, close to the John Radcliffe Hospital and the Oxford Brookes campus. Summertown, along Banbury Road, has many offices and schools.
The plan calls the area along the Cowley branch line a major employment area, with BMW Group, Unipart, Oxford Science Park and Oxford Business Park in large, low density modern buildings. MINI Plant Oxford in Cowley opened in 1913 as the Bullnose Morris Oxford factory, and its assembly building roof covers over 82,000 square metres. The John Radcliffe on Headley Way covers about 66 acres and is Oxfordshire's main accident and emergency site. Oxford North is planned for a million square feet of laboratories and workspace and 480 homes.
