Fire Risk Assessments by IDS Global

Fire Safety & Security Services in Watford

Fire risk assessments, fire door installation, CCTV and access control for offices, retailers, landlords and industrial occupiers across Watford, Oxhey and Garston.

Watford Borough Council's Local Plan treats the town centre as a sub-regional centre, names Clarendon Road as the primary business district and reserves five industrial areas for storage, distribution and manufacturing.

IDS Global has traded since 2011 from 27-37 Station Road, Hayes, and is a member of the IFSM and the FPA. We reach Watford from Hayes by the M25.

Businesses and buildings in Watford

The Local Plan, adopted in October 2022, describes Watford Town Centre as a sub-regional centre whose catchment reaches beyond the borough, with St Albans Road as the only District Centre. The east side of the High Street is taken up by the indoor shopping centre the Plan calls atria Watford. It reverted to its original name, Harlequin Watford, in July 2025, with over 145 stores across seven floors since the Charter Place extension opened in 2018. South of the shopping centre, the older High Street buildings fall inside a conservation area.

Offices cluster north of the centre. The Plan says most of Watford's offices sit on Clarendon Road, the link between Watford Junction and the town centre, and that professional services provide 14% of the borough's jobs. Industry is spread across five designated areas, and the Plan records a net loss of 24,657 sq m of industrial floorspace between 2007 and 2018, often to housing. Watford Business Park covers about 30 hectares and has over 100 businesses. Watford General Hospital and Vicarage Road stadium stand next to each other in the Vicarage area.

Fire Risk Assessments by IDS Global

Fire Risk Assessments in Watford

A Clarendon Road office floor, a unit inside a large shopping centre and a flat over a High Street shop are three different escape problems. The first relies on stairs shared between tenants, the second on a plan managed across many units, and the third often on a rear door that the shop below controls.

We assess each premises against its own layout and occupancy, then issue an action plan ranked by priority. For multi-let buildings we set out what falls to each responsible person so the tenants' duties do not overlap or leave gaps.

Fire Doors by IDS Global

Fire Door Installation in Watford

Hertfordshire Fire and Rescue Service tells the owners of high-rise blocks, defined as 18 metres or seven storeys, to check flat entrance doors every year and communal fire doors every quarter.

Where checks find a door that fails, we supply and fit a certified replacement set with the frame, seals and closer, and confirm it still matches the fire strategy for the stair it serves.

CCTV Installation in Watford

Retail crime is concentrated in the middle of the town. Police.uk data for August 2025 to July 2026 records about 622 shoplifting offences inside the Watford Central neighbourhood boundary, against about 178 in Watford North and 90 in Watford Outer. Oxhey records about 319.

For shops, service yards and Watford Business Park units, we position cameras on entrances, tills, loading doors and car parks, chosen for the lighting on site, and set up recording that your staff can export for the police.

Access Control by IDS Global

Access Control in Watford

A multi-let office block on Clarendon Road has staff, visitors and contractors passing the same lifts and stair cores. Card or fob readers on the entrance and each tenant's floor let the building manager decide who reaches what, and a lost credential can be cancelled without changing a lock.

The same approach suits the flexible industrial units at Watford Business Park, where the office, warehouse and yard may each need a different level of access.

Access control

High Street and King Street conservation area

Watford has ten conservation areas. The High Street and King Street area was designated on 14 June 2006, and the council's June 2013 appraisal calls it the town's only concentration of 16th and 17th century buildings. Its table lists 14 nationally listed entries, all Grade II, on the High Street and King Street.

The appraisal criticises shopfronts and fascias on the western side of the High Street, and a 2013 Article 4 direction restricts painting the exterior of named High Street and King Street properties. We agree camera and bell box positions before a survey and keep external equipment small.

Watford HMO licensing and the 10 per cent rule

The council licenses HMOs occupied by five or more people from two or more households. Its page lists a new application at £1,557.70 and a renewal at £1,295.90, with licences lasting up to five years and civil penalties of up to £30,000. Every HMO needs mains powered fire alarms and a protected means of escape.

Under Local Plan paragraph 3.46, a change of use to an HMO is only permitted where family housing is re-provided, and only 10% of dwellings along a residential frontage can be HMOs.

Watford Fire Station and business inspections

Watford Fire Station at 223-229 Lower High Street, WD17, is full-time and staffed around the clock. The station handles business fire safety enquiries, and Hertfordshire Fire and Rescue Service says its inspections are risk-based and concentrate on higher risk premises.

The service does not write assessments for businesses. It also says serious non-compliance can lead to fines and up to two years in prison, and that fire extinguishers should be tested every year by a competent engineer.

Recorded crime across Watford's four neighbourhoods

Hertfordshire Constabulary covers Watford through the Oxhey, Watford North, Watford Central and Watford Outer neighbourhoods. We counted police.uk street-level records inside each boundary for August 2025 to July 2026. The totals include anti-social behaviour, and locations are anonymised, so figures are approximate.

Watford Central recorded about 4,025 incidents, including 622 shoplifting, 114 vehicle crimes and 82 burglaries. Watford Outer recorded about 3,742, with 230 vehicle crimes and 114 burglaries. Watford North recorded about 4,063 and Oxhey about 2,068.

Frequently asked questions

Does a shared house in Watford need an HMO licence?

The council requires a licence where five or more people from two or more households live in the property. Smaller shared homes are still HMOs and must meet the council's fire safety standards, including mains powered alarms and a protected escape route.

Will the fire service write a fire risk assessment for our Watford business?

No. Hertfordshire Fire and Rescue Service says the responsible person must have a written assessment on the premises, and that the service will not carry one out. It runs risk-based inspections and can enforce the Fire Safety Order. We assess the building, record the findings and give you a prioritised plan.

How often do fire doors in a Watford block of flats need checking?

For buildings that Hertfordshire Fire and Rescue Service classes as high-rise, meaning 18 metres or seven storeys, it advises annual checks of flat entrance doors and quarterly checks of communal fire doors. Lower blocks still need their doors to be maintained through the fire risk assessment.

Can you fit CCTV on a listed shop in Watford High Street?

Yes, with care. The southern High Street includes Grade II listed buildings inside the High Street and King Street conservation area, and the council appraisal is critical of poor shopfront changes. We survey first, prefer small housings and hidden cable runs, and suggest you check with the council before fixing anything to a listed front.

Do you cover Watford Business Park and Oxhey?

Yes. We reach Watford from our Hayes head office by the M25. Watford Business Park has more than 100 businesses on Greenhill Crescent, Caxton Way and Faraday Close. Oxhey has its own police neighbourhood, with about 319 shoplifting offences recorded between August 2025 and July 2026.
