Fire Risk Assessments by IDS Global

Fire Safety & Security Services in Harrow

Fire risk assessments, fire alarm installation, fire doors and CCTV for landlords, managing agents and businesses in Harrow town centre, Wealdstone and South Harrow across HA1, HA2 and HA3.

Office blocks on College Road, Lowlands Road and Kymberley Road have become flats, the old Civic Centre site is being prepared for housing, and parades in Wealdstone and South Harrow still mix ground-floor trade with homes above.

IDS Global has been established since 2011, is a member of the IFSM and the FPA, and reaches Harrow from its Hayes head office by heading north on the A312 through Northolt.

Businesses and buildings in Harrow

Much of central Harrow sits inside the Harrow and Wealdstone Opportunity Area, designated in 2016, which the London Plan expects to deliver 5,000 homes and 1,000 jobs by 2041. A council briefing note from October 2021 shows how much of that change came through office conversions: 137 prior approvals across the borough for turning offices into 2,688 dwellings, with the loss of 131,224 square metres of office space. Harrow Metropolitan Centre alone accounted for 1,215 of those units. Almost half of the proposed dwellings were bedsits, and schemes include 125 flats at The Heights on Lowlands Road and 73 at Premier House on Canning Road, Wealdstone.

Large new-build schemes are following. On the former Kodak factory off Headstone Drive, Hyde and Barratt London are building Eastman Village, with more than 2,000 homes in buildings of up to 20 storeys, a senior living block, shops and an energy centre built around the refurbished Kodak chimney. On Station Road, Poets Corner will put 1,058 homes on the former Civic Centre site in blocks of 6 to 15 storeys, while Byron Quarter adds 149 homes in its first phase. Around this sits older stock, including houses converted into flats and the listed buildings of Harrow on the Hill.

Fire Risk Assessments by IDS Global

Fire Risk Assessments in Harrow

Many of Harrow's office conversions went through prior approval rather than a full planning application, so the fire strategy often depends on how the original floor plates were subdivided. Bedsit-heavy conversions in the town centre need an assessment that looks hard at escape routes, compartmentation between flats and the old office core, and whether the alarm suits sleeping occupants.

We assess common parts of converted blocks, shops with flats above and HMOs, and give the responsible person a prioritised action plan that can be shown to Harrow Council, a freeholder or an insurer.

Fire Alarm Systems by IDS Global

Fire Alarm Installation in Harrow

Parades in Wealdstone and South Harrow put restaurants, takeaways and retail below flats, and a fire in the commercial unit can spread smoke to homes through ducting and shared stairs. We design and install BS 5839 Part 1 systems for commercial premises and Part 6 systems for flats and HMOs, and on mixed buildings we plan how the two interact so that residents are warned early. For converted houses, we check that detection covers each flat entrance hall and the shared stairway.

CCTV Systems by IDS Global

CCTV Installation in Harrow

Police.uk street-level data for August 2025 to July 2026, taken from the Greenhill neighbourhood boundary that covers the town centre, records around 351 shoplifting offences, 326 thefts from the person, 105 robberies and 112 vehicle crimes. In Wealdstone South over the same period the figures are roughly 198 shoplifting offences, 75 vehicle crimes and 63 burglaries. These counts are approximate.

We install CCTV for shop floors, tills, service yards and residential car parks, with recording set up so footage is clear enough to hand to the Metropolitan Police.

Fire Doors by IDS Global

Fire Door Installation in Harrow

In a building converted from offices or from a single house, the flat entrance doors often do more to protect the escape route than anything else. Original office and domestic panel doors rarely perform as fire doors.

We supply and install certified fire doorsets for flat entrances, stair enclosures and plant rooms, and inspect existing doors to show which can be repaired.

Property licensing in Harrow in 2026

Harrow has brought in selective licensing in stages during 2026. Edgware and Roxeth started on 2 May 2026, Greenhill and Marlborough on 6 July 2026, and Wealdstone North and Wealdstone South on 1 September 2026. Each designation runs for five years and covers most privately rented homes in those wards. Mandatory HMO licensing applies to homes with five or more people from two or more households. The borough-wide additional HMO scheme, introduced on 6 August 2021, was due to expire on 5 August 2026, and the council consulted on renewing it until 27 February 2026. Landlords of smaller shared houses should confirm the current position with the council before letting.

Harrow on the Hill conservation areas and listed buildings

Harrow has 30 conservation areas, eight of them on the Hill. Five of those, including Harrow on the Hill Village and Harrow Park, have Article 4 directions that bring minor works under planning control; the Harrow School area, designated in 1968 and covering Church Hill, Football Lane and Grove Hill, contains a significant number of listed School buildings. Borough-wide there are over 300 listed buildings, and the council states that any internal or external change affecting their special interest needs consent, with work done without it being a criminal offence. Alarm cabling, cameras and new doors should be agreed with the conservation team first.

Recent fires in Harrow buildings with homes above or within

Harrow and Stanmore are the two London Fire Brigade stations in the borough. Three incidents in 2026 reflect the local building mix. In April a fire at a restaurant with flats above on Shaftesbury Parade, South Harrow, damaged part of the rear roof and first-floor ducting and drew six engines. In May an e-bike battery failed in the ground-floor lobby of a Grant Road shop with flats above in Wealdstone, and firefighters led five people to safety. In June a fire believed to be deliberate damaged a flat in a Salisbury Road house converted into three flats.

Frequently asked questions

Does my Wealdstone rental property need a licence?

If it is in Wealdstone North or Wealdstone South ward and let privately, it most likely needs a selective licence, as both designations started on 1 September 2026 and last five years. A shared house with five or more people from two or more households needs a mandatory HMO licence instead. Either way, keep a current fire alarm certificate and a fire risk assessment for any shared parts ready when you apply.

We own a converted office block in Harrow town centre. What fire safety work is usually needed?

Almost half the homes proposed in Harrow's office-to-residential prior approvals, on the council's 2021 figures, were bedsits. We would normally start with a fire risk assessment of the common parts, then check compartmentation between flats, the condition of flat entrance doors, emergency lighting and whether the alarm design suits a residential block rather than the former office use.

Can we install CCTV or an alarm on a building on Harrow on the Hill?

Usually yes, but plan it carefully. Five of the eight conservation areas on the Hill have Article 4 directions, and many buildings, particularly around Harrow School, are listed. Listed building consent is needed for changes that affect special interest, inside or out. We can propose discreet camera positions and wireless or low-impact cabling so the conservation team can review the scheme before work starts.

How should e-bikes be stored in a block of flats or a shop with flats above?

After the May 2026 Grant Road fire in Wealdstone, the London Fire Brigade advised never storing e-bikes or e-scooters on a means of escape such as a hallway or beside the front door. In managed blocks, a separate fire-resisting store with detection is a sensible arrangement, and the fire risk assessment should record how charging is controlled.
