Brent Council calls Wembley the largest growth area in the borough and a London Plan Opportunity Area, with over 15,000 new homes and 10,000 new jobs planned. Much of the change is at Wembley Park, an 85-acre neighbourhood Quintain has been developing since 2004. By September 2025 it had delivered 6,000 homes of all tenures there, many of them build-to-rent. Recent phases include Luna, two buildings of 9 and 21 storeys, and Solar, three buildings of 9, 12 and 27 storeys. The London Designer Outlet, Troubadour Wembley Park Theatre and Boxpark Wembley sit alongside the housing.

Industry remains a large part of the local economy. The Brent Local Plan protects the Strategic Industrial Location east of the stadium, where Fourth Way is lined with small low-rise sheds, and identifies more industrial land in Alperton, both along the North Circular and in Locally Significant Industrial Sites off Ealing Road. Alperton itself is a Mayoral Housing Zone with over 6,000 homes planned, and several completed schemes combine flats with workspace, such as 100 Beresford Avenue with 12,000 sq ft of light industrial space and 243 Ealing Road with 1,000 sqm of affordable workspace.

In March 2026 a warehouse fire on Abbeydale Road damaged about ten tonnes of carbon material in an external machine and part of the external ducting, a reminder that detection should cover plant and extract routes as well as the main floor.

Higher-risk buildings at Wembley Park

Under the Building Safety Act 2022, an occupied building is higher-risk if it is at least 18 metres tall or has at least seven storeys, and contains at least two residential units. Accountable persons must register these buildings with the Building Safety Regulator. Several recent Wembley Park blocks are well over that threshold: the tallest of Quintain's Solar buildings has 27 storeys, and Quintain describes Solar as one of London's first schemes to pass Gateway 3 under the Act.

For managing agents, this means fire safety records, fire door checks and alarm maintenance logs need to be kept in a form that can be shown to the regulator.

Brent HMO and rental licensing in Wembley

Brent runs three layers of licensing. Mandatory HMO licensing covers five or more people in two or more households. A borough-wide additional HMO scheme started on 2 February 2026 and brings in homes shared by three or four people from two or more households, as well as section 257 HMOs. Selective licensing has applied since 1 April 2024 in 18 wards, including Alperton, Wembley Central, Wembley Hill, Tokyngton and Barnhill, but Wembley Park ward is excluded. Applications ask for details of the fire alarm system, so landlords should have current certificates ready.

Fires on the High Road and London Fire Brigade response

Wembley fire station on Harrow Road is one of three LFB stations in Brent. Two High Road fires in 2026 show the risk in parades of shops with flats: in February a ground-floor takeaway was damaged, and in June ten engines and around 70 firefighters dealt with a fire in a row of shops and flats that destroyed ducting from ground to roof in one property.

From 7am to 8.30pm, an automatic alarm signal from a shop or office gets no Brigade attendance unless a fire is confirmed; flats, HMOs, hotels and listed buildings are exempt. On a mixed High Road parade, the commercial tenant therefore needs its own routine for checking an activation and calling 999.

Conservation areas around Wembley

Brent has 22 conservation areas, and several are in or near Wembley: Wembley High Street, Barn Hill, Sudbury Court and Northwick Circle. The council notes that all of its residential conservation areas are covered by Article 4 directions, which remove some permitted development rights, for example for changes to front windows and doors. Before fitting external cameras, alarm sounders or new entrance doors on a property in one of these areas, check with Brent planning whether consent is needed.

Do I need an HMO licence for a shared house in Alperton or Wembley Central?

Very likely. Since 2 February 2026 Brent's additional licensing scheme covers every ward for homes shared by three or four people from two or more households, and mandatory licensing covers five or more. Even a single-household let may need a selective licence, as both wards are in the 2024 designation. Wembley Park ward is the one ward outside selective licensing, but HMO licensing still applies there.

Brent runs an event day protective parking scheme, with restrictions on main roads from 8am to midnight, and crowds for stadium events can reach 90,000.
