Fire Risk Assessments by IDS Global

Fire Safety & Security Services in Paddington

Fire risk assessments, fire alarm systems, CCTV and access control for offices, hotels, shops and licensed rented property across Paddington W2 and Bayswater.

We reach W2 from Hayes via Northolt and the A40, finishing on the elevated Westway, which comes down near Edgware Road. IDS Global has been trading since 2011, is a member of the IFSM and the FPA, and works from 27-37 Station Road, Hayes.

Businesses and buildings in Paddington

Paddington divides into two very different building stocks. Around the station and the canal basin, which opened in 1801 and has been redeveloped since 2000, sit large modern offices and residential towers: The Point and the Waterside building, home to the Marks & Spencer head office since 2004, plus 3, 4 and 5 Merchant Square and the 232-flat Paddington Walk. Paddington Square, completed in October 2024 by Renzo Piano Building Workshop, puts 14 floors of offices above a new Bakerloo line ticket hall, and 1 Merchant Square, a 42-storey tower with a hotel and 222 homes, has been under construction.

South and west of Praed Street, Bayswater is mostly Victorian stucco terraces and garden squares, many split into flats, with a high concentration of hotels and two main shopping streets in Queensway and Westbourne Grove. The Grade II listed Hallfield Estate adds 15 post-war blocks south of Bishops Bridge Road. St Mary's Hospital, parts of which date from 1845, occupies a nine-acre site beside the basin, and the Grade II listed Whiteleys building on Queensway has been the subject of a redevelopment for apartments, a hotel and shops.

Fire Risk Assessments by IDS Global

Fire Risk Assessments in Paddington

Westminster's own HMO standards point landlords to the fire risk assessment before any fire safety works are designed, because the common parts of a house in multiple occupation fall under the Regulatory Reform (Fire Safety) Order 2005. In Bayswater that often means a converted terrace, sometimes with a shop or restaurant at street level. We check the protected stair, the fire resistance between commercial and residential parts, fire doors, detection and emergency lighting, and set out actions in order of risk.

For hotels, offices around the basin and the common parts of residential blocks we assess against the same Order, and we flag where a block may meet the higher-risk building thresholds of the Building Safety Act.

Fire Alarm Installation in Paddington

Westminster's hostel and bedsit standards generally call for a mixed-grade system to BS 5839-6: a Grade A system with smoke detectors and manual call points on the escape route and heat detectors in each letting, plus a mains-powered smoke alarm inside every bedsit room. Where a shop or restaurant below does not have the required separation from the stair, the council expects the common detection to be extended into the commercial part. We design, install and certify both parts.

For hotels and multi-tenant offices we install addressable BS 5839-1 systems, zoned so staff can find the source of an alarm quickly.

CCTV Installation in Paddington

Crime around the station is dominated by theft: police.uk data for the Hyde Park ward, which includes Paddington station, records about 749 thefts from the person and 744 other thefts in the twelve months to July 2026. In Lancaster Gate ward, shoplifting reached about 286 offences over the same period. We place cameras over entrances, tills, stock rooms, bin stores and cycle stores, with recording that keeps footage in a format officers can take away.

Westminster HMO and selective licensing in W2

Westminster City Council renewed its borough-wide additional HMO licensing scheme, which came into force on 31 August 2026 and runs until 30 August 2031. It covers properties where three or more people from two or more households share a kitchen or bathroom, including flat shares, bedsits and some converted flats outside mandatory licensing. The council puts the private rented sector at about 56,000 homes, or 43% of the city's housing.

Most other private lets need a selective licence. Designation 2, in force from 24 November 2025 to 23 November 2030, names Bayswater, Hyde Park and Lancaster Gate among its seven wards. Failing to license is a criminal offence, and civil penalties rose to up to £40,000 from 1 May 2026.

Fire standards for bedsits, hostels and flats over shops

Westminster publishes separate standards for hostels and staff accommodation, which matter in an area with so many subdivided hotels and houses. Beyond the alarm system, they expect 30-minute fire doors with intumescent and cold smoke seals and self-closers on every door to the protected route, emergency lighting to BS 5266 on the escape route, and a fire blanket in any kitchen within a letting.

Bayswater and Queensway conservation areas

The Bayswater conservation area, first designated in 1967 and extended four times since, covers the grid of streets laid out from 1827 between Praed Street, Edgware Road and Bayswater Road, with Westbourne Terrace and Sussex Gardens as its main boulevards. The Queensway conservation area, designated in 2002, covers shops and restaurants with flats above, Whiteleys and the 1930s mansion blocks north of Westbourne Grove. Here we route cabling discreetly and choose low-profile detectors and cameras that suit stucco fronts.

Crime data and the PaddingtonNow BID

We used the police.uk API with Metropolitan Police neighbourhood boundaries for August 2025 to July 2026. The figures are approximate. Hyde Park ward recorded about 4,638 crimes, including 168 burglaries and 147 vehicle crimes; Lancaster Gate about 2,774, with 161 burglaries; and Bayswater about 2,110, with 148 burglaries and 141 vehicle crimes.

PaddingtonNow, the business improvement district, covers 35 streets around the station. Its Community Safety Team of four patrols Tuesday to Saturday from 9am to 11pm, and in March 2026 it ran a crime prevention event at Paddington Square on phone theft.

Frequently asked questions

Does my Bayswater flat share need a licence from 31 August 2026?

If three or more people from two or more households share a kitchen or bathroom, Westminster's renewed additional licensing scheme applies across the whole city from 31 August 2026. If the property is not an HMO but sits in Bayswater, Hyde Park or Lancaster Gate ward, it probably needs a selective licence instead. We can provide the fire risk assessment and alarm certificates.

Which Paddington residential towers count as higher-risk buildings?

Under the Building Safety Act, an occupied building is higher-risk if it is at least 18 metres tall or has at least seven storeys and contains at least two homes. Mixed-use towers with flats above offices or shops are included, while a building used entirely as a hotel or hospital is excluded. At 21 and 16 storeys, 3 and 4 Merchant Square exceed the seven-storey threshold and are likely to fall within the regime. We carry out fire risk assessments of common parts and support the fire safety information an accountable person keeps.

What fire alarm does a Bayswater hotel converted into bedsits need?

Westminster's standards generally expect a mixed-grade BS 5839-6 system: Grade A smoke detection and call points on the stair, linked heat detectors in each room, and a separate mains smoke alarm with battery backup in every bedsit. Where a risk assessment and management controls allow, smoke detectors in the rooms can replace the heat detectors. We survey the building before recommending either design.

Which fire station covers Paddington?

London Fire Brigade's Paddington station on Harrow Road opened in 1969, replacing the old Edgware Road and Kilburn stations, and became the headquarters for A Division. The Brigade enforces fire safety law in business premises and HMO common parts; Westminster City Council enforces housing standards inside lettings.

Can IDS Global work in occupied buildings near the station and St Mary's?

Yes. Premises around a station handling about 69.9 million entries and exits a year (to March 2025) rarely close. We plan installation and testing in phases, isolate zones only with the building manager's agreement, and move noisy work out of hours where needed. Every visit ends with updated logbook entries, and certificates are issued at the annual service.
