Ealing HMO licensing and the 2027 renewal

Ealing Council has required additional HMO licences for shared homes with three or four unrelated occupants since 1 April 2022, alongside mandatory licences for five or more. That scheme ends on 31 March 2027, and a consultation on a replacement borough-wide scheme from April 2027 ran from 15 July to 24 September 2026. The council reports that its inspectors found 4,890 hazards in more than 900 HMOs over two years.

Selective licensing of single-household lets also applies in named wards, including Hobbayne and Hanger Hill from 3 January 2023, so landlords should use the council's postcode checker. Freeholders of buildings converted into three or more self-contained flats without a Building Regulations completion certificate may need a separate s257 licence. HMO applications must include fire detection and emergency lighting certificates.

The council manages 30 conservation areas across the borough, and its draft Local Plan places 14 of them in Ealing town. Ealing Green, first designated in 1969, has had a shopfront and advertisement design guide since 1984. What is an s257 licence and does it apply to converted flats in Ealing?

Ealing Council requires an s257 licence where a building has been converted into three or more self-contained rented flats and the freeholder has no Building Regulations completion certificate for the works. The individual flats need their own licences too. If you are unsure whether your building qualifies, check with the council; a fire risk assessment of the common parts is a sensible first step either way.

Will Ealing fire station respond if our office alarm sounds at lunchtime?

Not on the alarm signal alone. Between 7am and 8.30pm the London Fire Brigade waits for a call confirming a fire before sending crews to most commercial premises.
