Hayes grew as a manufacturing town. EMI, Nestle, Fairey Aviation and United Biscuits all had works here, and Heinz ran its UK headquarters at Hayes Park from 1965 to 2017. Silverdale Industrial Estate on Silverdale Road has direct access to the A312, with the M4 about 2 miles away and Heathrow about 3 miles away. Heathrow itself is described as the largest single provider of employment in the area, and Lombardy Retail Park covers about 220,000 sq ft. The 2021 Census recorded a population of 93,928 across Hayes, Hayes End, Harlington and Yeading.

The residential stock is changing quickly. The Old Vinyl Factory on Blyth Road, the former EMI site, became a £250m mixed-use scheme of homes, offices, a cinema and the Global Academy school. At the former Nestle factory on Nestles Avenue, Barratt London and SEGRO proposed 1,381 homes in buildings of up to 11 storeys alongside warehouse, datacentre and SME space, and the heritage cluster of 401 homes was completed in December 2025. The council is also regenerating the Hayes Town Centre and Avondale Drive estates, which include a 15-storey block and three 12-storey blocks.

Hayes combines warehouse units such as those on Silverdale Industrial Estate with tall residential blocks built on former factory land. Open-plan warehouse space, residential common parts and commercial ground floors below flats each need a different detection and evacuation strategy.

Hillingdon's additional HMO licensing scheme has brought many smaller shared houses in Hayes into a formal licensing regime for the first time, and the council's proposed licence conditions call for a fire risk assessment by a competent person where the Fire Safety Order applies.

Fire doors are central to the means of escape in shared houses and blocks of flats, and Hillingdon's proposed HMO licence conditions require fire doors to be kept in full working order. In houses converted to shared use, existing doors need checking against that standard.

HMO licensing in Hillingdon from August 2026

The London Borough of Hillingdon introduced a borough-wide additional licensing scheme on 24 August 2026. It runs for five years and covers HMOs with three or four occupiers, while mandatory licensing continues for properties with five or more. The licence fee is £1,401, and applications opened on 20 May 2026. From 24 August 2026 the council says unlicensed HMOs may face enforcement.

The proposed licence conditions published by the council include interlinked smoke alarms on every storey with reference to BS 5839, fire doors, automatic fire alarms and emergency lighting kept in full working order, a fire risk assessment by a competent person where the Fire Safety Order applies, and annual servicing of detection, means of escape and firefighting equipment by a qualified person.

London Fire Brigade and automatic fire alarms

Hayes fire station at 65 Shepiston Lane is one of four London Fire Brigade stations in Hillingdon, alongside Heathrow, Hillingdon and Ruislip. Since 1 October 2024, the LFB has not attended automatic fire alarm calls between 7am and 8.30pm unless a fire is confirmed. Residential buildings and HMOs, care homes, hospitals, schools, listed buildings, hotels and hostels are exempt. Automatic fire alarms made up 34% of all LFB incidents in 2025, some 47,500 calls.

Offices, warehouses and shops in Hayes therefore need their own procedure to confirm a fire and call 999. The LFB advises using competent persons to design and maintain alarms, filtering false alarms and investigating every activation.

Conservation areas in Hayes

Hillingdon has 31 conservation areas, and several fall within Hayes and Harlington: Hayes Village (designated 1970), Botwell: Thorn EMI and Botwell: Nestles (both 1988), Cranford Park (1991) and Harlington Village (2005). There are none in Yeading. The Hayes Village appraisal identifies the Grade II* church of St Mary the Virgin, parts of which date from the 12th century, as the oldest building in Hayes, and Barra Hall also sits within the area.

Police.uk data for August 2025 to July 2026 shows how risk varies across Hayes. The figures below are approximate counts from street-level data. Wood End recorded around 686 shoplifting offences and around 247 vehicle crimes. Hayes Town recorded around 323 shoplifting offences, 233 vehicle crimes, 111 robberies and 107 burglaries. Pinkwell recorded around 120 burglaries and Belmore around 116, with Yeading lower at around 55.

For retailers, the shoplifting figures support visible CCTV at entrances and tills. For industrial and residential sites, burglary and vehicle crime point to perimeter cameras and intruder alarms.

Does my 3 or 4 person shared house in Hayes now need an HMO licence?

Very likely. Since 24 August 2026 Hillingdon's additional licensing scheme covers HMOs with three or four occupiers across the whole borough, and the fee is £1,401. Will the fire brigade attend if the alarm goes off at our Hayes warehouse during the day?

Not automatically. Between 7am and 8.30pm the London Fire Brigade does not attend automatic fire alarm calls from premises such as offices and warehouses unless a fire is confirmed. Your staff need a clear procedure to check the alarm and call 999. Residential buildings, HMOs, care homes, schools and listed buildings are exempt and still receive an attendance.

Can you install CCTV or alarms in the Hayes Village or Botwell conservation areas?

Yes. Hayes Village and the two Botwell conservation areas (Botwell: Thorn EMI and Botwell: Nestles) are designated by Hillingdon, so the appearance of external equipment matters. We agree a discreet layout with you before installation. If a building is listed, check with the council before any fixings go on the outside.
