Uxbridge is the administrative centre of the London Borough of Hillingdon, a short drive north of our Hayes head office. Shopping centres, a large university, a hospital due for rebuilding and a historic high street mean the fire and security questions vary widely from building to building.

Businesses and buildings in Uxbridge

The town centre is dominated by two covered shopping centres. The Chimes opened in February 2001 with around 440,000 sq ft of space, 71 stores, cafes and restaurants, an Odeon cinema with an IMAX screen and 1,600 parking spaces. The Pavilions dates from 1973 and has about 60 outlets. Employers with a presence in the town include Coca-Cola European Partners, Xerox and PwC. The council's draft town centre vision of October 2024 notes high vacancy in retail and commercial units and aims to support offices while adding new homes. One former office building near the Underground station is already being converted into 53 flats.

Beyond the centre, Brunel University London occupies its Kingston Lane campus in UB8, with 12,705 students in 2024/25 and 4,549 rooms in 34 halls on campus. The former RAF Uxbridge base, closed in 2010, is now St Andrew's Park, a community of about 1,300 homes built around the Grade I listed Battle of Britain Bunker. Hillingdon Hospital, with 509 beds, will be rebuilt on the western edge of its site under the New Hospital Programme; Laing O'Rourke signed the contract in July 2026.

Student lets have shaped the housing around Brunel for more than a decade. Hillingdon's 2013 planning policy found that the old Uxbridge South and Brunel wards held the highest concentration of HMOs in the borough, and houses shared by three or four students now fall under the council's licensing scheme. In May an e-bike battery on charge set light to part of an HMO on New Road, and the residents escaped after their smoke alarm sounded. In July a fire destroyed part of a takeaway on Ryefield Avenue with homes above it.

Retail crime in Uxbridge is concentrated in the centre. Police.uk data for August 2025 to July 2026 records around 500 shoplifting offences and around 175 thefts from the person in the Uxbridge neighbourhood alone, well above the counts for the surrounding neighbourhoods.

Student HMOs and Hillingdon's licensing rules

Hillingdon first used an Article 4 Direction on 24 March 2013 to require planning permission for new HMOs in the two wards next to Brunel University. Following a decision at Full Council on 27 November 2025, that requirement now covers the whole borough for conversions to homes shared by three or more unrelated people.

Licensing has followed the same path. Since 24 August 2026 shared houses and flats with three or four occupiers need an additional licence costing £1,401, alongside mandatory licensing for five or more. For a typical student let near Kingston Lane, that brings the fire detection, doors and escape route under the council's scrutiny.

Which Uxbridge buildings still get a daytime fire engine

The nearest London Fire Brigade station is Hillingdon, on Uxbridge Road in UB10, one of four in the borough. Between 7am and 8.30pm the Brigade does not respond to an automatic fire alarm at most commercial premises unless someone rings 999 to confirm a fire.

In Uxbridge the exemptions matter. Hospitals, student halls, HMOs, flats and listed buildings are still attended. Offices, shops and the shopping centres are not, so their managers need a clear procedure for checking an alarm and calling 999.

Old Uxbridge and the canal conservation areas

Hillingdon designated the Old Uxbridge / Windsor Street conservation area in July 1973. Nearby designations include Hillingdon Village, Cowley Lock, Cowley Church (St. Laurence), Uxbridge Lock, Uxbridge Moor and Rockingham Bridge. On the High Street the Market House, completed in 1788, is Grade II* listed and still has retail stalls on its ground floor.

We counted police.uk street-level crimes inside each Metropolitan Police neighbourhood boundary for August 2025 to July 2026. The figures are approximate. The Uxbridge neighbourhood recorded around 4,200 crimes in total, including roughly 500 shoplifting offences, 245 vehicle crimes, 114 burglaries and 92 robberies. Colham and Cowley recorded around 146 vehicle crimes and 70 burglaries, and Hillingdon East around 128 vehicle crimes.

I let a house to three Brunel students. What changed in August 2026?

From 24 August 2026 Hillingdon requires an additional licence for HMOs with three or four occupiers, costing £1,401 for five years. New conversions to shared houses also need planning permission across the borough. We can assess the property against fire safety standards, then install or upgrade alarms and fire doors so the house is ready for the council's inspection.

Will the fire brigade come if our Uxbridge office alarm goes off at lunchtime?

Not unless a fire is confirmed. Between 7am and 8.30pm London Fire Brigade does not attend automatic alarms from most offices and shops. Someone must check the building and ring 999 if there is a fire. Student halls, HMOs, flats, hospitals and listed buildings keep their daytime attendance. Can you install cameras or alarms on a building in Old Uxbridge?

Yes. Old Uxbridge / Windsor Street has been a conservation area since 1973, and buildings such as the Market House on the High Street are listed. We agree positions for cameras, sounders and cabling before any work and keep external equipment discreet. If your building is listed, check with Hillingdon Council before fixing anything to the outside.
